ABOUT
'Türkiye's Net Zero Emission Roadmap in Transport' project, funded through financial cooperation between the Republic of Türkiye and the European Union (EU), is implemented with the Ministry of Transport and Infrastructure, Presidency of Strategy Development as the end beneficiary, aiming to establish a concrete roadmap for achieving the 2053 Net Zero Emissions target.
The project commenced in September 2024 and is scheduled for completion in December 2025.
Project's Main Stakeholders:
The project's main stakeholders include the Ministry of Transport and Infrastructure (MoTI), the Ministry of Environment, Urbanization, and Climate Change (MoEUCC), the Ministry of Treasury and Finance, and other ministries involved in carbon emission mitigation in the transport sector. It also comprises the Capital Markets Board of Türkiye, the Union of Municipalities, municipalities, international financial institutions (IFIs), national banks, civil society organizations, the private sector, and academia.
Project Objectives
This project aims to develop a Net Zero Emission Roadmap for Türkiye's transport sector. The project includes the development of a strategic framework, an action plan, and specific policy and solution proposals to achieve the net zero emission target by 2053. The Roadmap developed under the project will encompass all transport modes, including air, maritime, rail, road, and urban mobility. It aims to build a sustainable and resilient transport infrastructure by integrating digitalization and intelligent transport systems.
Additionally, the project aims to create a Net Zero Emission in Transport Project Portfolio to support the identification and implementation of effective projects, as well as develop a sustainable financing framework to ensure their long-term viability.
The project aims to achieve the following objectives:
Supporting the shift to a sustainable transport system: Reducing emissions in line with Türkiye's 2053 Net Zero targets and EU climate goals through a balanced modal in the transport sector.
Establishing a comprehensive roadmap: Developing a guidance document that includes a strategy, action plan, and pathways to support the shift to a low-carbon transport sector.
Strengthening institutional capacity and human resources: Ensuring long-term knowledge sharing and capacity building through training programs, consultancy support, and an e-learning platform.
Raise public awareness and visibility: Implementing a strategic communication plan and promotional campaigns that highlight the importance of sustainable transport and the Net Zero targets.
Developing and prioritizing the Net Zero Project Portfolio: Identifying impactful initiatives, preparing project application packages, and supporting implementation through the establishment of a sustainable financing framework.
Net Zero Project Portfolio
An important aspect of the project is the development of projects for the Net Zero Project Portfolio, which includes each of the different transport modes: aviation, maritime, railway, road transport and urban mobility. These projects will be selected from the project portfolio to be developed under priority themes based on their impact to achieve the net zero emission target by 2053. The most effective projects/actions under the portfolio will form the list of projects constituting Türkiye's Transport Sector Net Zero Project Portfolio.
The project also aims to increase public ownership and support for the roadmap and create public awareness about Net Zero policies in the transport sector. For this purpose, dialogue will be established with all project stakeholders using effective and efficient communication plans through the organization of various promotional and visibility activities.
Main Components of the Net Zero Emission Roadmap Project
Component 1Development of the Roadmap
This component aims to develop and adopt a Net Zero Roadmap including Strategy, Action Plan and Pathways. Key activities include reviewing national and global policy trends, identifying priorities, conducting stakeholder analysis and engagement, and assessing the current state of transport systems. The final roadmap will outline detailed strategies, action plans, and pathways for each transport mode, including aviation, maritime, rail, road transport, and urban mobility.
Component 2Capacity Building
Capacity building is essential to the success of the project. This component will involve organizing targeted training programs and advisory meetings for stakeholders, along with arranging study visits and participation in international conferences to promote knowledge sharing and the adoption of global best practices.
Component 3Strategic Communication and Public Awareness
A strategic communication plan will be developed to ensure long-term visibility and public support. Activities will focus on developing a communication and visibility strategy, along with public awareness initiatives aimed at emphasizing the importance of sustainable transport and Net Zero targets.
Component 4Development of Net Zero Emission Projects Portfolio
This component aims to identify, prioritize, and develop a robust portfolio of Net Zero transport projects. A long list of impactful projects will be created, followed by a focus on prioritizing initiatives that make significant contributions to Net Zero goals. Financing options will be explored to support project implementation, and a sustainable financing system will be established.
